We develop evidence-based net zero strategies in partnership with local authorities and communities.
Building on major local studies like Bristol Net Zero by 2030, commissioned by Ofgem, we co-developed the first full Local Area Energy Planning (LAEP) methodology. This method combines whole system technical modelling (buildings, electricity, heat) with analysis of the social and institutional barriers that make change difficult. It also combines structured stakeholder engagement to build legitimacy, and robust governance pathways.
We’ve delivered and advised on LAEPs and similar studies for local, regional and national clients (including Enfield, Liverpool, Barnsley, and the South West LAEP).
We support local authorities of all sizes to develop and deliver evidence-based net zero policies, strategies, and action plans, no matter their starting point. Our services include renewable energy resource assessments, heat mapping, heat network prefeasibility studies, and cross-disciplinary plans grounded in stakeholder engagement and open data.
We simplify operational challenges through consultancy, tools, and guides, and offer tailored advice on achievable actions within available resources.
In 2025, CSE supported 58 local authorities. We understand national and local net zero policies and how they shape local plans. We also understand the barriers and opportunities within the planning system to deliver net zero and climate resilience. We share best practices, strengthen policies and support councils to take action.
