Capacity building with local authorities

Local authorities are key to delivering net zero.  We help build the knowledge, skills and confidence to make it happen.

CSE works with local authorities of all sizes from those just getting started on their net zero journey to those implementing complex projects.

Local authorities face major change, with council structures being reorganised in some areas and new strategic responsibilities emerging. From inputs into regional energy planning for net zero (RESP) and coordination roles for heat network zones, to helping shape where and how low-carbon heat is delivered. These new demands come at a time of tight budgets and limited capacity, increasing the challenge of delivering both new priorities and core services.

At CSE, we equip local authorities with tools and knowledge to continue their net zero efforts confidently.

This includes:

We bring together technical expertise, community engagement, planning policy and partnership building. This helps councils identify priorities, build consensus and deliver projects that reduce both carbon emissions and fuel poverty.

We help facilitate coordination across departments, ensuring that plans and strategies are championed across the council. We also use our connections with strategic organisations and community partners to engage a broader range of stakeholders, including those typically harder to reach.
