Can you benefit from the Energy Company Obligation
CSE is a charity (#298740) whose goal is to reduce fuel poverty and the impacts of climate change.
The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain to tackle fuel poverty and help reduce carbon emissions. Through the ECO you can get help with the cost of insulation work, for example to your loft or cavity walls, or for replacing or repairing your boiler – or other upgrades to your heating.
The specific measures that your home would get under the ECO will be determined by a retrofit assessment.
To go ahead, you must own your own home or have permission from your landlord (including a social housing provider or management company).

Eligibility
There are three ways in which you may qualify.
1) Benefits route
The first is if you receive at least one of the following benefits:
- Child Benefit
- Pension Guarantee Credit
- Income-related Employment and Support Allowance (ESA)
- Income-based Jobseeker’s Allowance (JSA)
- Income Support
- Tax Credits (Child Tax Credits and Working Tax Credits)
- Universal Credit
- Housing benefit
- Pension Credit Savings Credit
2) Ecoflex route
The second is if your household income is £31,000 or less and if your local council is engaging with a scheme called ECOFlex. (If you arrived at this page after clicking a link or scanning a QR code on a leaflet that we sent to you, then your council – Wiltshire or Swindon – is part of the ECOFlex scheme.)
3) Heath route
The third way you can qualify is if you or anyone who lives in the home have one of the following conditions and it is adversely affected by living in a cold home.
- A cardiovascular condition
- A respiratory disease
- Limited mobility
- Immunosuppression
