Carbon offsetting in the West of England

This report sets out how a carbon offset regime in the West of England could operate. It looks at the risks and benefits of using carbon offsetting, the price that developers should be charged per tonne of carbon to achieve carbon abatement offsite, the type of measures that might be eligible and how a carbon offset fund might be managed.

It was commissioned by the four West of England councils (Bath & North East Somerset, Bristol, South Gloucestershire and North Somerset) as part of the preparation of the West of England Joint Spatial Plan which includes an aspiration for new development to be built to a zero carbon standard.
