Report into the compliance and enforcement of the minimum energy efficiency standard (MEES) in the private rented sector

This report presents the findings from the private rented sector minimum energy efficiency standard (PRS MEES) study.
Seven pilots to develop and test approaches to compliance and enforcement of the PRS MEES regulations in the domestic and non-domestic sectors were studied.
The project was conducted 2018-2020. The report provides learnings for the department of Business, Energy and Industrial Strategy (BEIS) in developing PRS MEES policy and regulations and the development of an advisory toolkit on PRS MEES compliance and enforcement.
The participating local authorities were Bristol (with partner organisations), Cambridge and
Peterborough (jointly), Cornwall, Eden, Liverpool, Newcastle and Oxford.
