Development of a framework for assessing the impact of policy proposals on different consumer groups

In 2012, Ofgem commissioned CSE to develop an ‘archetypes’ tool to improve its understanding of domestic gas and electricity consumption and the characteristics that drive variation in household usage.

The aim was to aid the development of a new approach that can be used by Ofgem to assess the impact of a range of policy proposals on different groups of domestic gas and electricity consumers.

The tool was updated in 2014, and both reports can be downloaded below.
