The role of non-profit organisations in the provision of retrofit services in England

The role of non-profit organisations in the provision of retrofit services in England
By Harriet Sansom and Jacob Hall
January 2025

The demand for retrofit services is increasing as our buildings need improving to meet our legal net zero targets and to reduce our vulnerability to energy price fluctuations. For the voluntary, community and social enterprise (VCSE) sector, there is currently grant and blended finance available to support the retrofit of the buildings they use to improve their resilience. However, a constrained supply chain (and other factors) is limiting the ability of these organisations to benefit from this opportunity.

What is the potential for the VCSE sector to take advantage of this need and opportunity through providing retrofit services themselves, thereby keeping public investment within the social economy?

CSE was commissioned by Access – the Foundation for Social Investment to answer this question through shedding light on the current picture of non-profit organisations delivering retrofit services in England, and to develop a set of recommendations to support further growth of this sector.

CSE worked in partnership with People Powered Retrofit, Locality, Community Energy England and Groundwork UK to do this. Read the full report below.
