Use the form below to apply for an Energy Company Obligation ‘flexible eligibility’ (ECOFlex) declaration.

This form is to be completed by companies working under ECOFlex funding to install energy-saving improvements, providing eligibility evidence on behalf of the applicant household. It is not to be completed by the applicant themselves.

Evidence provided in the form will be checked by our team, on behalf of the local authority, to determine the applicant household’s eligibility for ECOFlex. 

The amount of funding available is worked out on a case-by-case basis. All funding available is subject to:

• A survey of the applicant’s home to assess the costs of any improvements or measure.
• The suitability of the home to have the required measures installed.
• The applicant’s eligibility.
• The availability of grant funding, which can be subject to deadlines or spent earlier than expected.

We cannot confirm when funding is secured; this will need to be agreed with your funder.

The information you provide on this form will be used to assess eligibility for ECOFlex. It will be shared with the Centre for Sustainable Energy (CSE) for this purpose and stored on our database, and we may contact the applicant to confirm eligibility. Find out about how we will store the information provided. The applicant’s information will also be shared with their local authority in order to process the application.
