Our response to BEIS consultation on Energy Company Obligation (ECO)

In June this year, the Department for Business, Energy & Industrial Strategy (or DECC as it was then) launched a public consultation on proposed changes to the Energy Company Obligation (ECO) for 2017-18 and "aspects of the high level design for a longer term supplier obligation".

The ECO is a programme to deliver energy efficiency measures in homes across Great Britain funded by energy companies, and due to finish at the end of March 2017.

The 2015 Spending Review set out Government plans to have a supplier obligation in place until 2022, with a focus on fuel poverty.

The consultation was in the form of 51 questions. Phillip said "Questions 12-15 which cover the issue of 'flexible eligibility' were of particular interest to us."
