Scottish Local Authority Energy Training

Developing and piloting energy awareness training packages for local authorities in Scotland

The aim of this work was to develop and pilot energy awareness training packages for local authorities in Scotland and advise on their evaluation and wider roll-out.

Following wide input from local authorities, HECA officers and other related organisations, the need was identified for an energy awareness training resource for use across a variety of UK council departments.

The training that was developed on a modular approach which is responsive to the differing needs of local authority staff, allowed flexibility in terms of the time that can be committed to training.

It includes separate modules targeted at:

  • chief executives/directors/senior strategic managers (half-day course)
  • departmental managers, e.g. those working in housing, transport, social work, energy management, planning, recreation and parks, waste management, education, personnel (1-day course)
  • frontline staff within these departments (half-day course)
  • other staff (e.g. administrators, finance staff) who could access induction training at introductory and intermediate levels via CD-ROM
  • in-house local authority training staff (1-day ëtraining the trainersí course)
  • all new (and some existing) local authority staff via an interactive on-line induction course.

The project began in early 2005 with a pilot in Moray and North Lanarkshire that ran until 2006. This was followed with a roll-out across Scotland.
